Internet Explorer Cannot Download error message

Problem

You click a HTTPS link to, or otherwise try to open an MS Office document or PDF in Internet Exporer 6 SP1 by typing the URL in the address bar and get an "Internet Explorer cannot download {document name} from server" message.

You attempt to download an MS Office or PDF document and receive an "Internet Explorer could not download {file name} from {site}. The downloaded file is not available.
