To learn what you can and cannot do with the clip art supplied with Microsoft Office or downloaded from a Microsoft web site, start by checking the End User License Agreement (EULA) for your Office product. For most recent versions, go to the About dialog box and click "View the End-User License Agreement".
In general, this page tells you that you may use clip art for school assignments and projects, church brochures, and in personal/noncommercial uses. It prohibits using clip art to advertise your business, to create a company log or to illustrate a book. Do not rely on this brief summary though. Check the page for yourself.
